That aside the evolution of such weather is more or less the same as the natural version. Perhaps that is why experts have ignored the obvious so long. I hate to think any meteorologist acquiesced with the CIA to keep it secret. Not beyond the bounds of belief but an unpleasant thought.

First you have to describe the cause:

The intiating Pacific tropical storm arrives at the Aleutians on its way to the Gulf Of Alaska. If at the Behring Straight, it meets a sufficiently large Arctic Low. It may be held there for a period that will allow the cold air to metastasise whilst they reach the same density and then continue as a combined block to gain the power for crossing the Rockies.

At height the icy Arctic water condenses out to fall into the Mackenzie (et al) snow pack, whilst the remaining winds cross North America to Newfoundland where the process starts again if there is a suitable Atlantic storm. Wisely the engineering involved only gets into the Tropopause during this process. It is not empowered to reach the stratosphere until it generates the resultant eruptions.
